The Forever Family Project was born from one man's refusal to accept that healthy, loving animals should die simply because a shelter ran out of space or time. Founded by Berney Lincoln in Chico, California, we believe every animal deserves a full life — and every family deserves the chance to love one.

Safe Harbor Animal Sanctuary is our answer to a broken system. A 25-acre sanctuary where rescued dogs and cats live, train, and thrive while waiting for the right family to find them. No kill dates. No cages. No giving up. Our model is simple but revolutionary — animals stay with us while families love them. Monthly memberships cover everything: food, veterinary care, grooming and training. Families visit on scheduled 3-hour blocks and build real bonds with their animals over time.
